1. Jay Rao, M.A.Sc., P.Eng., CSAP (EXP | Manager, Environmental Services – Western Canada)
Topic: Environmental Due Diligence Investigations – An important process Prior to Real Estate Transactions
Mr. Jay Rao, M.A.Sc., P.Eng. (BC & AB) , CSAP is the Manager of Environmental Services, Western Canada at EXP Services Inc. at their Burnaby office and has been practicing in the contaminated sites field in BC since 2001. He has been a CSAP (numerical standards) since 2011. He has directed environmental investigations and remediation at over 30 complex sites within BC that have received instruments from the BC Ministry of Environment and Climate Change Strategy over the years. His portfolio of sites includes dry cleaners, a pulp and paper mill, industrial manufacturing facilities, automotive repair shops, chemical storage facilities, hospitals, a former coal gasification plant, works yards etc. He has extensive experience in the design and monitoring of remediation systems including vapour extraction, dual phase extraction, in-situ chemical oxidation systems. He is a Director with the Surrey Board of Trade and Metro Vancouver’s National Zero Waste Council.
2. Robert Wicket, Q.C (Environmental Appeals Board | ViceChair)
Topic 2: Perspectives from the Environment Appeal Board
Robert Wickett holds both Bachelor of Commerce and Law degrees from the University of British Columbia. He was, until May of 2011, the Managing Partner of MacKenzie Fujisawa LLP. Mr. Wickett is a Litigation Lawyer practicing primarily in the field of environmental and administrative law. He is the Author of and Continuing Editor of the waste management chapter of the due diligence desk book published by the Continuing Legal Education Society. Mr. Wickett was appointed as the Vice Chair of the Environmental Appeal Board in October of 2007 and one of the Vice Chairs of the Forest Appeals Commission.
